Paul Morrell is a chartered quantity surveyor and was formerly senior partner of Davis Langdon (now part of Aecom), where he had worked since graduating until retiring in 2007. He was subsequently appointed as the Government's first Chief Construction Adviser with a brief to champion a more coordinated approach to affordable, sustainable construction, serving from 2009 to 2012. In that role he launched the Government Construction Strategy, including the BIM mandate.

He was awarded an OBE in the 2009 New Year Honours list for services to architecture and the built environment. He now practises as an independent consultant, principally concerned with the organisation and governance of major projects, and with wider cross-industry issues."
